check out for special offers at the supermarket like “Kaufland” or “Kaufmarkt”, I got mine there.
Try Woolworth for cheap luggage.
C&A is an amazing department store and everything is usually cheap – you should check there!
Just like The baby penguin pointed out: check out supermarkets. I know Real and Kaufland have cheap bags, but any big supermarket will do.
