I’d say start with a country or region, then go from there.
In Central America, the cheapest countries are Guatemala, El Salvador, Honduras and Nicaragua.
In South America, the cheapest countries are Argentina, Bolivia, Ecuador (excluding the Galapagos), Paraguay and Colombia.
Peru is cheap too
